Dubai restaurant fees and VAT: what a restaurant actually pays

Updated October 20, 2026

A standalone restaurant in Dubai charges one mandatory tax on the bill: 5% VAT, and that VAT must already be inside the menu price the customer sees. The extra lines people associate with Dubai dining — a 7% municipality fee, a 10% service charge and the Tourism Dirham — apply to hotel restaurants, licensed (alcohol-serving) venues and special zones, not to an ordinary standalone restaurant. This guide separates the two, and cites every figure to an official UAE source. It is general information, not tax or legal advice; confirm your own case with the Federal Tax Authority (FTA), Dubai Economy and Tourism (DET) and Dubai Municipality.

In short

  • VAT is 5%. The UAE standard VAT rate is 5%, and food has no reduced rate or exemption (FTA).
  • Menu prices must include VAT. UAE law requires displayed/advertised prices to be VAT-inclusive, so your menu price is the price the customer pays (plus any service charge that legally applies).
  • A standalone restaurant does not add the 7% municipality fee, the 10% service charge or the Tourism Dirham. Those apply to hotel restaurants, licensed venues and special zones.
  • Tourism Dirham is a hotel-stay fee of AED 7–20 per room per night by hotel classification — not a restaurant charge.
  • A 2026 relief package exempted DET-registered establishments from the Tourism Dirham and hotel/restaurant sales fees; the duration is set per entity, so check current status.
  • DET does not publish one flat licence price. The trade licence is built from components and depends on your activity and rent — treat figures online as indicative.
  • E-invoicing is coming in phases from 2026, mandatory for large businesses from 1 January 2027 and others from 1 July 2027.

What a standalone restaurant pays on the bill

For a normal restaurant that is not inside a hotel, not in a special zone like DIFC and not licensed to serve alcohol, the only mandatory charge added to a sale is 5% VAT — and because UAE law requires VAT-inclusive display, that 5% is already built into the menu price. There is no legally required service charge on a standalone restaurant bill.

ChargeStandalone restaurantHotel restaurant / licensed venue / special zone
VAT (5%)Yes — inside the menu priceYes
Municipality fee (7%)NoCan apply
Service charge (10%)NoCan apply
Tourism DirhamNo (it is a per-room, per-night hotel fee)Applies to the hotel's rooms, not its food, per classification

If you run a café, shawarma spot, bakery or cloud kitchen outside a hotel, you are in the left-hand column: 5% VAT, inside the menu price, and nothing else as a matter of law.

VAT: 5%, inside the menu price

The UAE standard VAT rate is 5% (Federal Decree-Law No. 8 of 2017). There is no reduced rate or exemption for restaurant food, so dine-in, takeaway and delivery are all at 5%. VAT registration is mandatory once taxable turnover passes the FTA threshold.

The display rule matters for how you price your menu. UAE law requires that "the advertised price shall include the Tax" (Decree-Law No. 8 of 2017, Article 38), and the Executive Regulation repeats that "the published prices shall be inclusive of Tax" (Cabinet Decision No. 52 of 2017, Article 27). In practice: the number on your menu is the number the customer pays, VAT included. You do not add 5% at the till on top of a VAT-exclusive menu price.

How to show it in Menuthere

Because UAE prices are VAT-inclusive, you type each dish's final price into Menuthere and that is what the customer pays. Your bill can still note that the price includes 5% VAT. Set your online ordering for the UAE once and the same prices show on your website, QR menu and WhatsApp orders.

The 7% municipality fee, 10% service charge and Tourism Dirham — who they apply to

This is the most misquoted part of Dubai dining costs. The short version: these are hotel and licensed-venue charges, not standalone-restaurant charges.

  • Tourism Dirham is a per-room, per-night fee on hotel stays, set by hotel classification: AED 20 (5-star), AED 15 (4-star), AED 10 (3-star / 2-star / standard) and AED 7 (1-star / budget / guest houses), under Dubai Executive Council Resolution No. 2 of 2014. It is charged on a hotel room, not on a plate of food.
  • The 7% municipality fee and 10% service charge are associated with F&B in hotel premises, licensed (alcohol-serving) venues and special zones such as DIFC — not with an ordinary standalone restaurant.
  • 2026 relief: in May 2026 Dubai approved an incentives package exempting DET-registered establishments from the Tourism Dirham and hotel/restaurant sales fees. No universal end date is published; implementation is set per entity, so verify the current status for your venue before you quote these on a bill.

If you are a standalone restaurant, you should not be adding a 7% municipality fee or a 10% service charge as a matter of law. Adding a service charge where it does not apply can breach consumer-protection rules — check before you print it on a menu.

Licences and permits: expect components, not one flat fee

Opening a restaurant in Dubai means a trade licence from Dubai Economy and Tourism (DET), issued through the Invest in Dubai platform, plus food-related approvals from Dubai Municipality (food establishment permit and registration on the Food Watch platform).

DET does not publish a single flat restaurant-licence price. The cost is assembled from components — trade name reservation, initial approval and the commercial licence fee — and it varies with your activity and premises rent (a recurring market fee is tied to annual rent). Treat any single "Dubai restaurant licence costs AED X" figure online as indicative, and get a quote for your specific application. We have deliberately not printed a flat number here because no official flat figure exists.

E-invoicing in the UAE: the timeline

The UAE is introducing a mandatory e-invoicing system (Ministry of Finance, Ministerial Decision No. 244 of 2025). The phased go-live:

  • 1 July 2026 — pilot / voluntary adoption begins.
  • 1 January 2027 — mandatory for businesses with revenue of AED 50 million or more.
  • 1 July 2027 — mandatory for other in-scope businesses below that threshold.

E-invoices must be issued within a short window and the data stored in the UAE through an accredited service provider. If your restaurant is below AED 50 million in revenue, your deadline is 1 July 2027.

Frequently asked questions

What VAT does a restaurant charge in Dubai?

5%. The UAE standard VAT rate is 5% and there is no reduced rate or exemption for food, so dine-in, takeaway and delivery are all at 5% (Federal Decree-Law No. 8 of 2017).

Do menu prices in Dubai include VAT?

Yes. UAE law requires displayed prices to be VAT-inclusive, so the price on your menu is the price the customer pays, VAT included (Decree-Law No. 8 of 2017, Article 38; Cabinet Decision No. 52 of 2017, Article 27).

Does every Dubai restaurant add a 10% service charge and a 7% municipality fee?

No. Those charges are associated with hotel restaurants, licensed (alcohol-serving) venues and special zones such as DIFC — not with a standalone restaurant. A standalone restaurant's only mandatory tax on the bill is 5% VAT.

Is the Tourism Dirham a restaurant fee?

No. The Tourism Dirham is a per-room, per-night fee on hotel stays, AED 7–20 by hotel classification (Dubai Executive Council Resolution No. 2 of 2014). It is not charged on restaurant food.

How much is a Dubai restaurant trade licence?

There is no single flat figure. DET builds the fee from components (trade name, initial approval, commercial licence) and it varies with your activity and premises rent, so get a quote for your specific application through the Invest in Dubai platform.

When does UAE e-invoicing become mandatory for restaurants?

Under the phased rollout, it is mandatory from 1 January 2027 for businesses with revenue of AED 50 million or more, and from 1 July 2027 for other in-scope businesses, following a pilot from 1 July 2026.

Were any Dubai restaurant fees suspended in 2026?

Yes. A May 2026 incentives package exempted DET-registered establishments from the Tourism Dirham and hotel/restaurant sales fees. The duration is set per entity, so confirm the current status for your venue.
