Yes. WhatsApp can limit how many marketing messages a customer gets from any business in a period, when they seem less likely to engage. Meta does not publish the number.
- A blocked send returns error 131049.
- Wait at least 24 hours before you resend a marketing template to that customer.
- Marketing messages sent inside the 24-hour window that starts when the customer replies do not count towards the limit.
- Keep offers few and useful so customers stay interested.
