FSSAI licence for restaurants: fees, tiers and renewal (2026)

Updated October 20, 2026

Every food business in India needs an FSSAI registration or licence. From 1 April 2026 there are three tiers set by annual turnover: Basic Registration up to ₹1.5 crore (₹100 a year), a State Licence from ₹1.5 crore to ₹50 crore (₹5,000 a year for a restaurant), and a Central Licence above ₹50 crore (₹7,500 a year). You apply on the FoSCoS portal, and once granted the certificate shows a 14-digit FSSAI number you must display at your premises and on your packaging, menus and ordering page.

What changed on 1 April 2026

FSSAI's 2026 reform (notified 10 March 2026, effective 1 April 2026) raised the Basic Registration ceiling from ₹12 lakh to ₹1.5 crore of annual turnover. In practice, most single-outlet restaurants, cafés, home kitchens and small cloud kitchens that previously needed a State Licence now qualify for the cheaper, lighter Basic Registration. The reform also moved registrations and licences toward perpetual validity, removing the old requirement to renew every 1–5 years for many operators. Confirm the current renewal position for your category on FoSCoS, as implementation details were still being finalised when the reform was announced.

The three FSSAI tiers for restaurants

TierAnnual turnoverWho it fitsFee (restaurant)
Basic RegistrationUp to ₹1.5 croreMost single outlets, cafés, home kitchens, small cloud kitchens₹100 per year
State Licence₹1.5 crore to ₹50 croreMid-size and busy restaurants, multi-brand kitchens in one state₹5,000 per year
Central LicenceAbove ₹50 crore, or operating in more than one stateChains, large operations, importers/exporters₹7,500 per year

Fees above are the published FoSCoS per-annum figures for the restaurant / food-service category. Other business kinds (dairy, meat, manufacturing) use capacity-based criteria and different fees.

Which tier applies to you

  • Turnover up to ₹1.5 crore a year? Basic Registration. Lighter documents, instant/online in many cases, ₹100 a year.
  • ₹1.5 crore to ₹50 crore? State Licence, ₹5,000 a year for a restaurant.
  • Above ₹50 crore, or more than one state? Central Licence, ₹7,500 a year.

If you run several outlets, each premises generally needs its own registration or licence, and if you span states you move to a Central Licence. A home kitchen or tiffin service almost always sits in Basic Registration — see our FSSAI for home kitchens guide.

Documents you usually need

For Basic Registration:

  • Photo ID and address proof of the proprietor (Aadhaar / PAN / voter ID).
  • A passport-size photo.
  • Proof of the premises (rent agreement, utility bill or ownership proof).
  • A declaration and, for some categories, a Form B.

For a State or Central Licence, additionally:

  • A list of food products / menu categories.
  • A kitchen/premises layout plan.
  • A water test report (for manufacturing/processing in some cases).
  • A food safety management plan and details of the nominated person in charge.

Exact document lists vary by state and food category — check the FoSCoS portal for your kind of business.

How to apply (FoSCoS)

  1. Create an account on the FoSCoS portal (foscos.fssai.gov.in).
  2. Choose your Kind of Business and the tier your turnover puts you in.
  3. Fill the form, upload documents and pay the fee (₹100 / ₹5,000 / ₹7,500 per year by tier).
  4. For Registration, approval is often quick; for a Licence, the food safety officer may inspect the premises before granting.
  5. Download the certificate with your 14-digit FSSAI number and display it.

Displaying and using your FSSAI number

You must show the FSSAI number at your premises. It is also good practice — and often required — to print it on bills, packaging and menus. When you take orders online, add it to your ordering page footer. Menuthere lets you show your FSSAI number on your online ordering page and QR code menu so it appears to every customer.

In short

  • Three tiers from 1 April 2026: Basic Registration (up to ₹1.5 cr, ₹100/yr), State Licence (₹1.5 cr–50 cr, ₹5,000/yr for a restaurant), Central Licence (above ₹50 cr, ₹7,500/yr).
  • The 2026 reform raised the Registration ceiling from ₹12 lakh to ₹1.5 crore, so most small outlets now use Basic Registration.
  • Moving toward perpetual validity — check FoSCoS for your category.
  • Apply on FoSCoS; display your 14-digit FSSAI number at the premises, on bills and on your ordering page.
  • Document lists and renewal details vary by state and category — confirm on FoSCoS.

FAQ

What is the FSSAI licence fee for a restaurant in 2026?

From 1 April 2026, Basic Registration is ₹100 per year (turnover up to ₹1.5 crore), a State Licence for a restaurant is ₹5,000 per year (₹1.5 crore to ₹50 crore), and a Central Licence is ₹7,500 per year (above ₹50 crore).

What is the difference between FSSAI Basic, State and Central?

They are tiers by annual turnover. Basic Registration suits turnover up to ₹1.5 crore; a State Licence covers ₹1.5 crore to ₹50 crore; a Central Licence is for turnover above ₹50 crore or operations across more than one state.

Did the FSSAI turnover limit change in 2026?

Yes. From 1 April 2026 the Basic Registration ceiling rose from ₹12 lakh to ₹1.5 crore of annual turnover, so many restaurants that previously needed a State Licence now qualify for the simpler Basic Registration.

How long is an FSSAI licence valid?

The 2026 reform moved FSSAI registrations and licences toward perpetual validity, removing the old 1–5 year renewal for many operators. Confirm the current position for your category on the FoSCoS portal.

Do I need an FSSAI licence for a small or home-based food business?

Yes. Every food business needs at least Basic Registration, including home kitchens and tiffin services. With turnover up to ₹1.5 crore, Basic Registration (₹100 per year) applies.
