The short answer
The WhatsApp Business app is free to download and use. A customer messages you, you read the order, confirm it and agree payment in the chat. That works well for a few orders a day.
A free menu link turns those chats into complete orders. Menuthere Free gives you an ordering website, QR codes, a dashboard and a partner app that rings until you accept an order. It includes 50 orders a month and 0% commission. Customers can chat with you on WhatsApp, and a copy of each order can go to your number.
What is not free is automatic WhatsApp ordering. A customer sends "Hi", gets an Order Now button and receives status updates in the chat. It runs on the WhatsApp Business API. On Menuthere that is Pro, $39 a month. Meta also charges a fee per message, billed to your own WhatsApp account. Menuthere takes no cut of it.

Lite ($9 a month) sits between rows three and four. It gives unlimited orders, your own domain and online card and UPI payments on your own gateway. It does not include WhatsApp API ordering, so the "Hi" route needs Pro.
Route 1
This is the free way, and it is a fair place to start. Here is how it works and where it gets heavy.
You create a business profile with your name, hours, address and category. You add a catalog. Each item needs a unique title, an image and a country of origin, and prices show only in certain countries. Customers add items to a cart and send it to you as a message. You confirm the order in the chat.

One registered number, which must be a mobile or landline you own. Up to four linked devices plus one phone. The same number cannot sit on the app and the API at once, except on the coexistence route in the Meta section. WhatsApp lists no size or add-on field for a catalog item, and it does not state a maximum number of catalog items.
Customers can pay a business inside WhatsApp only in India, Brazil, Mexico and Indonesia. Elsewhere you agree payment in the chat with cash, a bank transfer or a payment link. It gets heavy when the chat fills faster than you can total orders. That is the time to add a menu link.
Route 2
A WhatsApp order form is a page where the customer picks items and the order lands in WhatsApp. Free form tools such as WhatsForm do this, and so do free store builders. You get a message for each order. You do not get a menu with stock, sizes and a dashboard. If you search for a free WhatsApp online store, this is the group you find.
Menuthere Free is the same idea with the rest attached. The customer opens your menu link in the phone's browser, with no app to install. They pick sizes and add-ons, choose takeaway, delivery or dine-in, and place the order. It appears in your dashboard and rings on the partner app until you accept it. Customers can chat with you on WhatsApp, and a copy of each order can go to your number.
Where it stops. The free plan has 50 orders a month. Walk-in POS sales and cancelled orders do not count. A "Ordering by Menuthere" badge shows on your menu. Payments on Free are cash, pay on pickup, your own payment link or bank details. Online card and UPI payments start on Lite, through your own Stripe account where Stripe opens accounts, or Razorpay and Easebuzz in India.
To set it up: find your restaurant on Google or add it by hand. Import the menu from a photo, PDF, Instagram or Google link. Choose takeaway, delivery and dine-in. Route 3
What Pro does. It connects the WhatsApp Business API on your own number. A customer sends "Hi" and gets an Order Now button that opens your menu already signed in. After that come automatic order-status updates, broadcasts and comeback messages, your own WhatsApp bot and a missed-order alert to you. Menuthere submits the WhatsApp message templates these automations need to Meta for you. The product is explained on the WhatsApp ordering page.
You get two bills. Menuthere charges $39 a month for Pro and 0% commission. Meta charges a fee per delivered message, billed to your own WhatsApp account, and Menuthere takes no cut. Payment gateway fees, where you use one, go to the gateway.
How Meta charges from 1 October 2026. Each business number has one shared free tier of 1,000 delivered service messages a month. Unused messages do not roll over. After that, service messages are charged at the utility rate of the customer's country. Utility templates sent inside an open 24-hour window are now charged too, and marketing templates always were. You need a payment method on the WhatsApp account. Without one, Meta delivers service messages only within the free tier and then stops delivering them. In India, Meta offers prepaid billing with UPI top-ups. See what happens if you have no payment method.
Already run your number on the Business app? Menuthere lets you link the number you already run on the WhatsApp Business app, where Meta offers that route. Meta's rule is that a number is otherwise on the app or on the API. On the coexistence route you keep the app, but broadcast lists become read-only.
