The best restaurant QR menu makers, scored

A QR menu maker lets a restaurant build its menu, print a QR code and have guests scan it to view the menu on their phone — and, on most of these, order too. These seven make a QR menu you publish yourself, with no app for the guest to download. Five have a free plan, published prices start at $2 a month, and all seven take 0% commission on orders (one adds a small fee on some order types). Updated October 2026.

  • The terms rule out cash refunds for early cancellation unless the law requires one, and say all account data is lost when an account is terminated (terms of service, updated 22 September 2026).

4. Menivo

Small Romanian restaurants, bars and cafés that want a low-cost QR menu with commission-free pickup, delivery and table orders, and a simple browser POS.

Menivo is a QR digital menu platform with commission-free pickup, delivery and table orders, table reservations, AI allergen and translation tools and a browser POS. The free Start plan covers the digital menu; paid plans are €2, €9, €19 or €45 a month at 0% commission, month to month with a 30-day money-back guarantee and no installation cost.

Menivo does not describe an online payment gateway for customer orders. On a live Menivo menu, the bill request lets guests choose cash or card at the table. The POS module records cash, card (on the restaurant's own card terminal), meal vouchers, mixed payments and bank transfer. Menivo's own subscriptions are charged by card through Stripe Payments Europe (terms).

Includes: Own ordering website · QR table ordering · Pickup · Delivery orders · Scheduled orders · POS · Multiple locations · Menu translation · Reservations

  • Free Start plan with no card needed, and paid plans from €2 a month. Menivo says orders placed through it carry no commission on any plan (Menivo pricing and FAQ).
  • The pricing table includes online ordering, table reservations, customer reviews and AI English translation on every plan, including the free one. Customers can order for pickup or delivery, give a desired pickup time, and are notified at each status change (online orders guide).
  • The POS module is included from the €2 Entry plan and runs in a browser on a tablet, phone or laptop. It covers a floor plan, staff PINs and roles, QR table orders in the same flow, a kitchen screen by department, split bills, returns with approval and a link to the fiscal cash register (POS page).
  • Tight menu limits: the free plan allows 20 products, 3 categories and 200 QR scans a month, and even Pro (€9) stops at 50 products. Unlimited products start at Pro + (€19 a month) (pricing table).
  • Every plan below Enterprise covers one location. Five locations cost €45 a month on Enterprise (pricing table).
  • No online card payment for customer orders is described. Menivo's own comparison table lists no Glovo, Wolt or Bolt Food integration (Menivo blog, 3 March 2026).

5. Menubly

Small cafés, food trucks and takeaways anywhere that want a low-cost menu link, QR menu and pickup/delivery ordering sent to WhatsApp or a simple dashboard.

Menubly is a self-serve QR code menu and one-page mini-website builder with commission-free pickup and delivery ordering, where orders arrive in a dashboard or as a pre-filled WhatsApp message. It has a free forever plan and a Pro plan at $9.99 a month (or $95.99 a year), takes 0% commission, and offers free menu setup — it turns a PDF or photo into a digital menu within 24 hours.

Online payments
Online payments go through Stripe. The restaurant connects its own Stripe account (Stripe Connect) and diners pay by card, Apple Pay, Google Pay, Cash App Pay and other methods Stripe supports in that country. There are separate help guides for businesses in the US and the UK. Restaurants can also collect payment manually (cash on delivery, bank transfer or a payment QR code) and send an invoice link from the order dashboard.

Includes: Own ordering website · Pickup · Delivery orders · Online payments · WhatsApp ordering or updates · Multiple locations

  • Published prices: a free forever plan that lists online ordering for pickup and delivery, and Pro at $9.99 a month or $95.99 a year. The FAQ says there is a 30-day free trial with no credit card needed (menubly.com pricing page).
  • No commission on orders. Menubly says it adds no fees on top of Stripe's card charges and charges nothing for manual payments such as cash on delivery or bank transfer (menubly.com pricing FAQ; help centre article on collecting payment).
  • Diners can pay online by card, Apple Pay, Google Pay, Cash App Pay and other methods through the restaurant's own Stripe account. Orders can also be sent to the restaurant's WhatsApp as a pre-filled message with items, total, customer name and phone, and the restaurant gets a WhatsApp message for each new order (help centre: Stripe, WhatsApp ordering and order management articles).
  • Dine-in QR ordering is limited. Menubly's guide says diners build a cart and show their phone to a waiter to place the order, one QR code serves every table with no table numbers, and each menu can use only one ordering mode at a time, dine-in or online (help centre: dine-in ordering with QR codes).
  • Order handling is basic. Orders are listed in a web dashboard where staff update order and payment status by hand. You can search orders but the help centre offers no filter by date or status, orders cannot be edited, and printing uses the browser's print function. Delivery is arranged by the restaurant, which copies the address into Google Maps or a delivery app (help centre: managing orders).
  • The pricing pages contradict each other. The plan table lists a free forever plan with online ordering, but the FAQ says that after the 30-day trial it costs $9.99 a month to keep all features, including online ordering. Pro includes only 1 online menu and 1 QR code menu; each extra menu, for example for another branch, costs $9.99 and is added by emailing or messaging Menubly (menubly.com pricing and online menu pages; help centre: creating an online menu).

Apple Pay, Google Pay and crypto payments are also offered, and Pay at Table and Pay Later come with every plan.

Includes: Own ordering website · QR table ordering · Pickup · Delivery orders · Online payments · Loyalty · Marketing tools · WhatsApp ordering or updates · Delivery-app integration · Menu translation · Reservations

  • 0% commission and no per-order fees on direct online orders, with unlimited orders, guests and CRM records on every plan (pricing page).
  • Reservations with table management and Google reservations are included on every plan (pricing page, reservations page).
  • Connect PRO links the restaurant's POS to 50+ delivery platforms, including DoorDash, Uber Eats, Deliveroo, Just Eat and Grubhub. It costs $45 a month and is free on Gold and above (pricing page, Connect PRO page).
  • The pricing page lists no free plan. US-dollar prices start at $55 a month for Silver ($44 billed yearly); the cheaper StartUp plan is listed only in euros, pounds and dirhams (pricing page).
  • No refunds: the refund and cancellation policy says fees paid in advance are forfeited if the account is closed.
  • The full loyalty and cashback programme needs the Gold plan (digital stamp cards start on Silver), and plans are capped by QR codes: 30 tables on Silver, 100 on Gold (pricing page).

7. Qromo

Italian bars, cafés, beach clubs and event venues that want QR order-and-pay, a fiscal till and card payments in one app.

Qromo is an Italian cloud till that combines a fiscal receipt system, card payments, a QR digital menu in 50 languages and QR order-and-pay. A free plan runs the till with a view-only menu; Pro (€49 a month billed yearly) adds QR order-and-pay, takeaway and delivery. Unlike the others, Qromo takes 1% on QR or link orders paid in cash and 1.99% + €0.20 on online card orders.

Price
Free plan · from €29/mo
Commission
1% of the order on QR-code or link orders that customers pay in cash, by crypto or with meal vouchers (Pro and All in one). Satispay costs its base fee + 1%. Orders paid online by card carry 1.99% + €0.20 instead (see card processing).
Online payments
Online payments on QR and link orders run through Stripe Payments Europe, connected through Qromo. The restaurant chooses what customers can use: credit and debit cards, Apple Pay, Google Pay, Klarna, Satispay, meal vouchers, Bitcoin or cash. In the venue, cards are taken on Qromo POS readers (Stripe BBPOS WisePOS) or with Tap to Pay on iPhone. Qromo's takeaway and delivery guides advise accepting only orders already paid by card.

Includes: Own ordering website · QR table ordering · Pickup · Delivery orders · Scheduled orders · Online payments · POS · Loyalty · Marketing tools · WhatsApp ordering or updates · Delivery-app integration · Menu translation · Reservations

  • A free-forever plan covers a till with unlimited electronic receipts and e-invoices. Every paid plan has a 30-day free trial and no setup fee (qromo.it pricing page, plans guide).
  • One app runs the fiscal till, card payments, QR order-and-pay, pay at the table and a 'Salta Cassa' mode, where customers pay by phone and collect with a digital ticket. On Pro and All in one it also takes takeaway and delivery orders in set time slots, including orders for a future date. All in one adds table bookings and a kitchen display (pricing page, Salta Cassa page, help centre).
  • Customers order from a QR code or a link without downloading an app or signing up. From the Basic plan, the menu is translated automatically into 50 languages (Menù Digitale and Ordini e Pagamenti pages, pricing page).
  • Online ordering is not in the cheaper plans. QR order-and-pay, takeaway and delivery need Pro (€49 a month billed yearly, €59 monthly) or All in one (€99/€119). On Basic (€29/€39) the digital menu is view only (pricing page, plans guide, help centre).
  • Qromo takes 1% of QR and link orders paid in cash, by crypto or with meal vouchers, and 1.99% + €0.20 on online card payments. Amex, foreign and business cards cost 1% more, and Klarna costs 6% more. Under its terms these fees are still due on cancelled orders, refunds are paid net of fees, and a restaurant can request at most two refunds per working day (terms, pricing page).
  • Hardware choice is limited. Order printers must be bought from Qromo's hardware shop, and the pricing FAQ names only the Epson FP-81 RTII as a fiscal printer a restaurant can bring (Ordini e Pagamenti FAQ, pricing FAQ).

How we scored them

Every score, so you can check the order.

Ranked by total score. Menubarcode, Menuthere and MENU TIGER all score the maximum 12 of 12. Menuthere is our product, so we never rank it first; Menubarcode takes first and MENU TIGER third, the two non-Menuthere tops split by the lower entry price being on Menubarcode (a $249 one-time "Lifetime" option). Lower ties are broken by the free tier first, then by the lowest published price.

When a rival is the better choice

Pick another system over Menuthere if…

  • Menubarcode: You want the lowest entry price with a one-time "Lifetime" option, WhatsApp ordering, and an Arabic-first interface with Middle East and North Africa payment gateways.
  • MENU TIGER: You want a QR menu that guests pay for through your own Stripe, PayPal or Adyen account, a web-based POS and a kitchen display, available worldwide.
  • Menivo: You run a small venue in Romania and want the lowest paid price (€2 a month), AI allergen and nutrition labelling and a browser POS alongside the QR menu.
  • Menubly: You want a one-page mini-website plus QR menu, orders routed to WhatsApp, and online payments on your own Stripe account, with a free forever plan.
  • My Menu: You run a full-service restaurant or hotel and want QR and tablet ordering, room service, reservations and 50-language menus with guest marketing in one subscription priced by tables or rooms.
  • Qromo: You run a bar, beach club or event venue in Italy and want QR order-and-pay built into a fiscal-compliant Italian till with card payments, and a small per-order fee is acceptable.

How we chose them

What put a system on this list.

  • A system qualifies if its dated profile on Menuthere shows a QR digital menu as a core product a restaurant can create and publish itself, it is active, and guests scan to view (and usually order) with no app.
  • Each system is scored on six criteria worth up to 2 points each (12 in all). The rubric and every score are in the table above, and each point comes from a fact in the system's profile.
  • Card processing is left out of the scores because the restaurant's own payment gateway charges it. Prices are each company's published prices on the date in its profile.
  • Nobody paid to be on this list. Prices change: check each company's own page before you sign.

Questions

Answered, plainly.

A QR menu maker is a tool that turns your menu into a web page and gives you a QR code to print. A guest scans the code with a phone camera, the menu opens in the browser with no app to download, and on most of these tools the guest can also order and pay. The seven here all let you build and publish the menu yourself.

Yes. Menubarcode, MENU TIGER and Menubly have free plans that publish a working QR menu guests can order from, and Menuthere's free plan includes 50 orders a month at 0% commission. Menivo's free Start plan and Qromo's free plan show a menu but need a paid plan for full ordering. My Menu offers a 15-day free trial rather than a free plan.

On most of these, yes. Menubarcode, Menuthere, MENU TIGER, Menivo, My Menu and Qromo let guests order from the QR menu, and Qromo, Menuthere, My Menu and MENU TIGER add order-and-pay at the table. Menubly routes orders to a dashboard or WhatsApp for pickup and delivery. If you only want a menu to read, every tool can hide ordering.

The seven here take 0% commission on orders, except Qromo, which takes 1% on QR or link orders paid in cash and 1.99% + €0.20 on online card orders. Where guests pay by card, the restaurant's own payment gateway (Stripe, PayPal, Razorpay and others) charges its processing fee separately.

Menivo's paid plan is €2 a month, the lowest here, then Menubarcode at $9 a month (or a $249 one-time "Lifetime"), Menubly at $9.99 and Menuthere's Lite and MENU TIGER's Regular at $17. Menubarcode, MENU TIGER, Menubly and Menuthere also publish a free plan.
