WhatsApp ordering for restaurants in Kuwait
Updated October 19, 2026
You can take orders on your own WhatsApp number in Kuwait, but plan your messages carefully: Kuwait has the highest WhatsApp service rate in the Gulf. From October 1, 2026, Meta charges US$0.044 for each order update to a Kuwaiti number, and Menuthere's updates are utility templates, so every one is billed. That's about four times the Saudi rate. A lean Menuthere flow keeps a 300-order month at about US$40 in message fees, against delivery-app fees that Kuwaiti law now caps at 17% of the order.
In short
- Kuwait's numbers: marketing US$0.0792, utility and service US$0.044 per message (Meta, effective October 1, 2026).
- Order updates are always billed at the utility rate. Only the reply to "Hi" is a service message, inside Meta's 1,000 free a month.
- Send fewer updates. The Track Order page shows live status at no message cost.
- Payment is cash or card on delivery, or at pickup. Stripe doesn't open accounts in Kuwait.
- WhatsApp ordering is part of Menuthere Pro (US$39 a month). Meta bills your own WhatsApp account; Menuthere adds no markup.
Why Kuwait's WhatsApp costs need a plan
Meta prices every message by the country of the customer's number. Here's the October 1, 2026 card for the Gulf markets Meta lists by name, in US dollars:
| Market | Marketing | Utility | Service |
|---|---|---|---|
| Kuwait | US$0.0792 | US$0.044 | US$0.044 |
| United Arab Emirates | US$0.0576 | US$0.0157 | US$0.0157 |
| Saudi Arabia | US$0.0576 | US$0.0107 | US$0.0107 |
| Qatar | US$0.0341 | US$0.012 | US$0.012 |
| Oman | US$0.0341 | US$0.0247 | US$0.0247 |
Two things stand out:
- Updates are expensive. A utility update to Kuwait costs US$0.044, against US$0.0107 to Saudi Arabia.
- Marketing is not much dearer than an update. In most markets a broadcast costs several times an update; in Kuwait it's under twice. So every update you skip saves almost as much as a skipped offer.
Meta publishes no Kuwaiti dinar card. Accounts bill in one of 16 currencies, including USD, AED and SAR, chosen when the account is created. On the AED card, Kuwait's service rate is AED 0.1615; on the SAR card, SAR 0.1649.

A lean WhatsApp order flow for Kuwait
Menuthere has a Welcome reply and six order-update flows, all off until you switch them on. Every update is a utility template at US$0.044, so in Kuwait start lean:
| Flow | Switch on? | Why |
|---|---|---|
| Welcome ("Hi" → Order Now) | Yes | The customer's way in. It's a service message, inside the 1,000 free a month. |
| Order placed | Yes | Confirms the order with a View Order button. |
| Order accepted | Optional | Skip it if you accept within minutes. |
| Order food ready | Skip for delivery | Useful only for pickup orders. |
| Order dispatched | Yes | Carries the Track Order button, so customers stop asking. |
| Order completed | Optional | Has a Reorder button; worth it for regulars. |
You can change the wording of every flow, in Arabic or English. See how "send Hi to order" works.
A free-message trick: chats that start from a Click-to-WhatsApp ad open a free entry point window, in which Meta charges for no messages at all. Read are Click-to-WhatsApp ad chats free.
Delivery apps in Kuwait: the legal cap
Since July 2026, Kuwaiti law caps what a delivery app can charge a restaurant: 17% of the order value when the app delivers, and 10% when you deliver yourself, with ads and other fees counted inside the cap. Our commission pages cover each app:
The cap makes the apps cheaper than they were. A WhatsApp channel is still cheaper again for your regulars, as long as your message flow is lean.
Worked example: 300 WhatsApp orders a month in Kuwait City
Say 300 orders a month at an average of KWD 6 (KWD 1,800 in sales), all to Kuwaiti numbers, on the USD card.
| Full flow ("Hi" reply + 5 updates) | Lean flow ("Hi" reply + 3 updates) | |
|---|---|---|
| "Hi" replies (service) | 300, inside the 1,000 free | 300, inside the 1,000 free |
| Order updates (utility) | 300 × 5 = 1,500 | 300 × 3 = 900 |
| Updates at US$0.044 | US$66.00 | US$39.60 |
| One offer to 400 opted-in customers (US$0.0792 each) | US$31.68 | US$31.68 |
| Menuthere Pro | US$39 | US$39 |
The lean flow here is Welcome plus three updates: Order placed, Order dispatched and Order completed. Dropping Order completed too would save another US$13.20.
The same KWD 1,800 through an app, at the legal maximum: KWD 306 when the app delivers (17%), or KWD 180 when you deliver yourself (10%). Your contract may be lower.
