Yes. Ziarul Financiar reported in 2020, in a piece on Glovo Romania's offer to restaurants, that its commission is charged plus VAT (TVA). Romania's standard rate is 21%.

Worth knowing
In March 2020 Ziarul Financiar reported that Glovo Romania charged over 30% plus VAT when its couriers deliver, and roughly half that when restaurants deliver with their own staff.
Tazz, eMAG's delivery app, was bought by Wolt and replaced by the Wolt app during 2025, and Uber Eats has announced a return to Romania in 2026.
Glovo belongs to Delivery Hero, which Uber agreed to buy in July 2026. Glovo Romania is one of 14 markets Delivery Hero agreed to sell to SSW Partners, an investment firm, once Uber's offer completes.
