Consumption tax on the commission
Yes. Rocket Now's terms for restaurants say consumption tax is added to everything a restaurant pays under them, and it issues qualified invoices for its fees. The standard rate is 10%.

Worth knowing
Rocket Now, run by Coupang's Japanese company CP One Japan, launched in January 2025. Customers pay no delivery or service fee, and Rocket Now encourages restaurants to charge their in-store prices.
The commission is worked out on the order amount before discount coupons.
