Uber Eats charges restaurants in Japan 35% of the order when its couriers deliver, 15% if you deliver yourself and 12% on pickup. Card processing is included, and 10% consumption tax is added to the fee.

Consumption tax on the commission
Yes. Uber's Japanese terms say its service fee excludes consumption tax, so 10% is added: 35% becomes 38.5%. The fee itself is a percentage of the tax-inclusive price of the items.
Activation and device
Uber's Japanese terms provide for a one-time activation fee and a device fee, with the amounts set in each restaurant's order form.
