Why are my WhatsApp campaign messages held back?

Your template is being paced. WhatsApp sends some messages, then holds the rest until early customer feedback shows whether the template is good.
- Pacing can apply to marketing and utility templates that are new, just unpaused, or without a green rating.
- Utility templates are paced only if you have had a utility template paused, and then for the next 7 days.
- Good feedback releases the held messages to your whole audience. Bad feedback pauses the template and drops them (error 132015).
- Meta's goal is to deliver paced campaigns within an hour; if feedback is still unclear by then, held messages are released.
- A template paused by pacing stays paused until you unpause it by hand. Adjust the wording or who you send to first.
