What it does
What an online ordering system does for a Romanian restaurant
It has two halves. The customer side is a mobile-friendly menu on your own link or domain: customers pick dishes, sizes and extras, choose collection or delivery, and pay by card or on collection. The kitchen side is where orders land, on a dashboard, a phone app and a kitchen printer, so staff can accept, cook and mark the order ready.
The difference from Glovo, Bolt Food or Wolt is who owns the customer. On an app, the platform keeps the relationship and takes a share of every order, plus VAT on that share. On your own system, the customer orders from you and you see their name and number. Most Romanian owners keep the apps for new customers and use their own page for regulars.

What the apps charge
What Glovo, Bolt Food and Wolt charge in Romania
Glovo publishes its small-business rate. Bolt Food and Wolt (which took over Tazz in 2025) don't publish theirs; each rate is set in your contract. All add Romanian VAT (TVA) to the commission, at the 21% standard rate.

Glovo's terms also allow a one-time activation fee of 400 lei plus VAT and a fixed fee of up to 3 lei on each order from its Prime subscribers. A 2020 report put Glovo at over 30% plus VAT when its couriers deliver. Full breakdown with sources: Glovo commission in Romania.

300 orders a month at 80 lei
A restaurant does 300 orders a month at an average of 80 lei: 24,000 lei in sales. Here is what each channel costs in a month and a year. VAT on the app fee is worked out at 21%, and Glovo's rate is taken at 30% with its couriers.

Stripe's standard rate for EEA cards is 1.5% + 1 lei, so an 80 lei order costs about 2.20 lei and 300 orders about 660 lei a month. If you're VAT-registered you can usually reclaim the VAT on app fees, but the commission itself is gone. Work out your real figure from the rate in your own contract.

Set Romania's VAT rates dish by dish
Romania's standard VAT rate (TVA) is 21% since August 2025. A reduced 11% rate covers most food and non-alcoholic drinks and restaurant and catering services, while alcohol and standard-rated items, including the apps' own fees, are at 21%. Confirm each item's rate with your accountant. Menuthere lets each dish carry its own rate, so one bill can mix them.

In Menuthere, set the store rate to 11% for restaurant and food service, mark dishes Tax Inclusive, and give alcohol and standard-rated items a 21% rate. Romanian rules
Romanian rules your online menu has to follow
Allergen information. Under Regulation (EU) No 1169/2011 on food information to consumers, the 14 major allergens must be declared. For food that isn't prepacked, including dishes sold for delivery or takeaway, the information must be available to the customer before they buy. On Menuthere, tag the 14 allergens on each dish on every plan, including Free, so customers see them before the order is placed.
Prices and charges. Romanian consumer rules require prices shown to customers to be clear and to include VAT. Any cover, service or minimum charge must be stated with the prices. Menuthere shows prices in leu with VAT included, and any extra charge as its own line at checkout.
The fiscal receipt. Businesses in Romania must issue a fiscal receipt from an approved fiscal device and report sales to ANAF (including e-Factura for B2B). Menuthere is your ordering channel, not your fiscal recorder, so keep issuing your fiscal receipts through your registered system and reconcile online orders with them.
No card surcharges. Under the EU payment services rules (PSD2), businesses in Romania can't add a surcharge for paying by standard consumer debit or credit card. Build card costs into your prices.
